Rent reviews have become adversarial since since the 1980s, leading to expensive and usually unnecessary arbitration. Our recommendation is to use an experienced property valuer jointly appointed by both landlord and tenant to report fair rent at reviews and the evidence it is based on.
Make sure you understand your situation
Rental evidence is not public information and may be subject to secret inducement between landlords and tenants, such as "rent free" periods which overstates the agreed rent quoted as evidence.
